Abstract: The 19th CPC National Congress put forward us to pursue coordinated land and marine development, and step up efforts to build China into a strong maritime country. The construction of marine informatization is an important focus of building a maritime power. It can improve the intelligence level of the economy and management of the ocean, enhance the overall coordination of the marine industry chain, and accelerate the transformation and upgrading of ocean-related industries. First of all, the paper introduced the development process of ocean informatization in China, among which the smart ocean was the research achievement of the latest stage of ocean informatization, and various scenarios that could be applied to the smart ocean; secondly, the paper briefly introduced the relationship between national smart ocean and local smart ocean, and it focused on the technical architecture of the local smart ocean system: functions, technologies and working principles of physical layer, network layer, data layer and application layer, while these four interconnected and constituted an organic unity; in the end, the importance of local smart ocean to local marine resources management, marine disaster prevention as well as mitigation and marine economic development was demonstrated through three application level subsystems. Smart ocean is a hot topic in the research of countries all over the world, and it was the product of the development of ocean informatization to the present stage. In the future, we will pay more and more attention to the construction of the smart ocean and constantly update and improve new technologies, so as to promote the development of the local marine economy, and we believe that more and more cities will build smart ocean in the future.
