基于生态足迹的我国海洋水产资源可持续利用研究

Assessment on sustainable utilization of marine aquatic resources based on ecological footprint in China

摘要: 海洋水产资源的可持续利用是关系到我国经济社会可持续发展的重要战略问题。通过对我国海洋水产资源生态足迹的测度,对我国2006—2019年海洋水产资源利用情况进行了定量评价。结果表明,总体上我国海洋水产资源生态足迹呈先不断升高后略有下降趋势,生态承载力呈不断下降趋势,海洋水产资源可持续利用指数呈先下降后升高趋势。由于近年来增殖放流、捕捞“双控”等措施初见成效,我国海洋水产资源不可持续利用程度有所缓和,但仍处于生态赤字状态。最后,就如何促进我国海洋渔业提质增效、提高海洋水产资源的可持续利用水平,提出对策建议。

Abstract: The sustainable utilization of marine aquatic resources is an important strategic issue related to the sustainable development of China. Based on the measurement of ecological footprint of marine aquatic resources in China, the utilization of marine aquatic resources in China from 2006 to 2019 was quantitatively evaluated. The results showed that the ecological footprint of marine aquatic resources in China firstly increased and then decreased slightly. The ecological carrying capacity showed a downward trend, and the sustainable utilization index of marine aquatic resources decreased firstly and then increased. In recent years, measures such as resources enhancement releasing and fishing "double control" had achieved initial success. The degree of unsustainable utilization of marine aquatic resources in China had decreased, but it was still in the state of ecological deficit. At last, some suggestions were put forward on how to improve the quality and efficiency of marine fishery and improve the sustainable utilization level of marine fishery resources in China.
